Overview

The City of Delavan is looking for its next Director of Golf for Delbrook Golf  Course. The Course officially opened on July 21, 1928, and 2023 marked 95  years of golf at Delbrook Golf Club. As one of the oldest courses in Wisconsin,  Delbrook has that hometown feeling and welcomes golfers of all ages and  abilities. Owned by the City of Delavan, we are one of the only municipally  owned golf courses in Walworth County. In 2001 the original 18 holes were  renovated and we have been offering 27 holes of golf since. The Director of  Golf will oversee all facets of the golf operation, including indoor and outdoor  staffing and the superintendent and course maintenance crew. The golf  shop merchandise concession will also be owned by the golf  professional. The Director of Golf position is considered a year-round exempt  position paid bi-weekly and is on-site for 9 months of the year. 

General Definition of Work 

Performs difficult skilled technical work overseeing and directing the  operation and maintenance of the municipal golf course and the golf shop,  organizing and directing course events, preparing and maintaining financial  and operational records, and related work as apparent or assigned. Work is  performed under the supervision of the City Administrator. Departmental  supervision is exercised over all personnel within the department.

Experience Required

Job Oriented Skills 

  • Comprehensive knowledge of the practices, methods, and policies used in municipal golf course operations.
  • Some knowledge of the principles, methods, materials, and equipment  used in the construction, maintenance, and repair of the golf course.
  • Ability to plan and supervise the work of technical, clerical, and other  personnel. 
  • Ability to establish and maintain effective working relationships with  other course guests, interest groups, and the general public.
  • Ability to prepare, maintain, and monitor detailed technical and  financial records, and to account for revenues. 
  • Ability to communicate effectively, both orally and in writing.

Administrative Skills

  • Budget experience. Operations and capital.
  • Financials. Monitoring of revenue and expenses and ability to adapt to  changes. 
  • Accounts payable. Check requests and proper designation.
  • Rounds and revenue tracking and forecasting to anticipate changes.
  • Purchasing. Understanding of city purchasing policy. Gathering of  quotes and development of bid packages. 
  • Verbal and writing skills. Preparation of memos to golf commission,  finance committee, and common council. Attending finance and  council meetings as needed to inform and answer questions on  agenda items. 
  • Preparation of golf commission agendas and attendance at monthly  meetings. 

Tech Skills 

  • Proficiency with Microsoft Excel, Word, Power Point, etc.
  • Knowledge of Point-of-Sale and online tee time reservation systems.  Back-office skills and trouble shooting. 
  • Proficiency with Wi-fi routers, desk top computer, tablets, and printers.  Including purchase, set up, and trouble shooting. 
  • Experience with online marketing and promotion. Including web site  editing and management of social media accounts.

Management Skills

  • Experience hiring staff and an understanding of personnel policies and procedures. 
  • Experience staffing and scheduling a 7 day a week operation that is  open 12 plus hours daily. 
  • Communication skills. Must be able to work with superintendent,  restaurant owner, city staff, city officials, employees, and a varied  customer base. 
  • Experience preparing daily sales reports and preparing deposits.
  • Experience in developing and enforcing policies and procedures.
  • Exceptional customer service skills. Ability and demeanor to resolve  conflicts. 
  • Retail experience. Understanding of registering a retail operation,  establishing accounts with vendors, purchasing product, and inventory  control. 
  • Understanding of golf car fleet management. Including minor repair  skills. 

Intangibles 

  • Ability to retain information.
  • Ability to discern between minor and major issues. Skills to resolve  minor issues to avoid them from becoming major. 
  • Ability to view the overall operation keeping in mind the present and future of the facility. 
  • Ability to recognize and empathize with varied opinions. 

Physical Requirements

This work requires the occasional exertion of up to 25 pounds of force; work  regularly requires standing, walking, speaking, hearing, and using hands to  finger, handle or feel, frequently requires reaching with hands and arms and  occasionally requires sitting, climbing or balancing, stooping, kneeling,  crouching or crawling, pushing or pulling, lifting and repetitive motions.  Work requires close vision, distance vision, ability to adjust focus, depth  perception, color perception, night vision and peripheral vision. Vocal  communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal  spoken word levels and to receive detailed information through oral  communications and/or to make fine distinctions in sound. Work requires  preparing and analyzing written or computer data, operating motor vehicles  or equipment and observing general surroundings and activities. Work  regularly requires exposure to outdoor weather conditions and occasionally  requires working near moving mechanical parts. Work is generally in a  moderately noisy location (e.g., business office, light traffic). 

Special Requirements 

  • PGA Professional. Classification A-1, A-4 or A-13.
  • Valid driver's license in the State of Wisconsin. 

Essential Responsibilities

Qualification Requirements

Essential Functions 

  • Manages the day-to-day operations of the golf course; prepares annual business plan for golf course. 
  • Plans, assigns, supervises, and reviews the work of all golf shop and  greens personnel. 
  • Increases memberships by marketing the golf course to potential user  groups and working closely with golf associations, the Delavan  Chamber of Commerce, and Visit Delavan. 
  • Establishes rules of conduct for employees and rules and regulations  for the public and enforces same.
  • Prepares operating and capital budget, maintains accounting records  and files; supervises the collection and receipt of golf course fees.
  • Assures that assigned areas of responsibility are performed within  budget; performs costs control activities; monitors revenues and  expenditures in assigned area to assure sound fiscal control; assures  effective and efficient use of budgeted funds, personnel, materials,  facilities, and time; authorizes purchases of golf materials, equipment, and supplies. 
  • Oversees the maintenance, repair, and construction of golf course  facilities. 
  • Ensures the maintenance of golf carts and related equipment.
  • Works with city officials, golfers, civic and social groups, and clubs on  golf course matters. 
  • Plans and coordinates tournament activities and clinics.
  • Owns and manages pro shop concessions and oversees maintenance  to all areas of golf facilities. 
  • Oversees the security of grounds and facilities; responds to security  alarm incidents and meets with police department representatives  dispatched to the golf course as a result of the alarm. 
  • Provides youth lessons and clinics. Establishes relationships with local  schools to encourage participation.
